HB 1898

Momentum Bucket Early Stage
Legal Title AN ACT Relating to truck and trailer length limitations;
Bill Description Concerning truck and trailer length limitations.
What this bill does
Powered by Legitron
This bill amends Washington law RCW 46.44.030 to restate and set maximum overall vehicle and combination length limits on public highways and to list specific exceptions. It generally prohibits operating a vehicle longer than 40 feet, with specified longer limits for municipal transit vehicles; auto stages, private carrier buses, school buses, travel trailers, and motor homes up to 46 feet; articulated auto stages up to 61 feet (excluding a bike rack up to 4 feet); and pre-2005 auto recycling carriers up to 42 feet. It prohibits semitrailers over 53 feet on tractor‑semitrailer combinations and prohibits tractor combinations where combined trailer length exceeds 61 feet, but allows two trailers to exceed that limit when the two trailers together weigh no more than 26,000 pounds, carry only the manufacturer/distributor/dealer’s inventory (not property being transported), and the total combination does not exceed 82 feet. Truck-and-trailer combinations and log trucks with stinger‑steered pole trailers are limited to 75 feet overall except as authorized; a truck with a three-axle flatbed may be up to and including 85 feet when empty or when transporting agricultural products as defined in RCW 82.04.213. The bill defines “stinger‑steered” and exempts vehicles transporting poles, pipe, machinery, or other structural objects that cannot be dismembered for public utility emergency repairs from length limits provided they display required lighting and markers at night. The amendment also directs the Department of Transportation, under RCW 46.44.101, to adopt rules identifying devices that are excluded from length calculations when those devices provide safety, energy conservation, or are otherwise necessary and are not designed or used to carry cargo. The amendment references 2020 c 110 s 1, was read first on 02/07/25, and modifies an existing statutory section rather than creating a new crime or specifying new penalties. The extracted text does not include the pre‑amendment statute for comparison, the full definition of “agricultural products” in RCW 82.04.213, the DOT rule text, any fiscal notes, or effective date language.
Why it matters
Powered by Legitron
If enacted, the law will tighten a default overall vehicle length to 40 feet while preserving a set of specific, narrower exceptions that most transit agencies, school and private bus operators, RV and travel-trailer owners, and some specialized carriers (articulated buses, older auto recyclers) can rely on to operate longer vehicles. Trucking operations will face clearer limits: semitrailers may not exceed 53 feet and trailer combinations generally may not exceed 61 feet unless they meet a narrow inventory exception (both trailers empty of cargo, total weight ≤26,000 pounds, and total combination ≤82 feet). Agricultural haulers using a three-axle flatbed get a likely new option to operate up to 85 feet when empty or carrying defined agricultural products, while public utilities retain an emergency exemption for undismemberable poles or machinery but must add specified night lighting/marking. The Department of Transportation will need to adopt rules identifying devices excluded from length calculations, so carriers will face a period of regulatory uncertainty until those rules are published. Operators who currently rely on longer equipment or two-trailer combinations may incur costs to reconfigure equipment or change practices, seek whatever authorizations are referenced but not detailed here, or rely on the limited inventory and agricultural exceptions; the bill text does not include effective dates, the exact definition of “agricultural products,” or the specific DOT rules, so the timing and full administrative or fiscal impacts remain unclear.
